Formula to find all the blank cells in a particular week and return all attributing PO numbers

Hello

Need some help on a formula I'm trying to create.

I have a massive expanse of data, 50000 lines of data. One column is PO number, one is week number and one is a delivery booked column.

I need a formula where by I can type in the week number and then the formula will find the cells for that week, which do not have any data in the delivery booked column and then return the PO number so we can chase the suppliers to complete heir delivery?

I have tried lookups and sumproduct but they don't seem dynamic enough to work.

Any ideas welcome!
