Formula to give a text result based on 2 arguments

Hi,

I want to find a text result in col C, based on a number reference in col and a text reference in col B.

Is there a formula i can use for this?

I have tried lookup and if (only uses one argument) and sumifs (ignores text result)

Thanks for any help.
