Formula to to give result with 2 optiins

I’m trying to do a score sheet that enters 1 for win 3 for lost. that bits ok but I want an option that enters 1 or 3 based on a draw And giving result based on who has most points.
example
IF A1 > B1 TRUE/FALSE. BUT IF EQUAL THEN HIGHEST VALUE OF C1 OR D1 GIVES TRUE/FALSE.

HIGHEST VALUE OF C1 OR D1 GIVES TRUE/FALSE.

What does this mean? What is in C1 and D1, and how you determine TRUE vs. FALSE based on those two values?

it’s an online golf game score sheet prep is opponts score so he may score -16 and my teams player -16 that being the case the winner is decided on points.
value 1 or 3 are the medals that opponent has left he starts with 3 if he loses he is left with 1 if he loses twice he has. None
sorry probably still none the wiser
