Formula wierdism

I have the following formula in cell M938:

=COUNTIF(M2:M937,222)+COUNTIF(M2:M937,333)+COUNTIF(M2:M937,888)

M938 has the value of 607 which is the correct count of my 3 codes.

If I click in the formula bar for the above formula and hit enter without changing anything, cell M938 changes to the literal text of the formula, i.e. "=COUNTIF(M2:M937,222)+COUNTIF(M2:M937,222)+COUNTIF(M2:M937,888)"

If I press ctrl-~ my other formulas toggle between displaying the formula result & displaying the formula. Cell M938 remains as the text.

If I copy the formula in M938 & paste it as is in M939, it shows the value. Is this an Excel bug?

Copy PDF to Excel
Select data in PDF. Paste to Microsoft Word. Copy from Word and paste to Excel.
Make sure that the cell containing the formula is not formatted as text.
