Formula with simple calculation if cell contains Mathematical Symbol (+ - /) require simple syntax

Hello

In Formula Bar we write simple formula for eg in Cell A5 =A3+A4
Now if i want in the formula bar where cell A2 contains + symbol and how do i write formula

for eg i tried in cell A5=A3&A2&A4 or =(A3&A2&A4)
it showed as 100+10 rather than 110

so any proper syntax to achieve the result of formula using mathematical symbol which is in a particular cell

Worked with VBA coding of function

EvaluateString = Evaluate(strTextString)
End Function

Would have appreciated to execute the simplest calculation in similar fashion but in .xlsx file.
rather than creating .xlsm file with VBA codiing of function.

As there will be lot of .xlsx files rather than .xlsm files
