Formulas showing #Ref from closed workbooks

Is it possible for all formulas in a workbook to work when the workbook they refer to is closed?
Some of my formulas work and some show #Ref or Blank Cells until I open the workbook?
Any thoughts and/or help would be appreciated.

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Not all formulas work with closed workbooks. If you use functions like COUNTIF/SUMIF, you'll need to replace them with something like sumproduct.
