Freeze Panes

Is it possible to freeze just the top three rows of a worksheet.
I have a worksheet where the top three rows are the header and everything else is the body of the table. However when I go to freeze just the top three rows, it will freeze the top 13 rows.

Unfreeze the panes then use the 'split' option first, drag the split bars to the required row / column, then freeze panes.
