freezing a picture

Hi
I inserted a picture in a sheet. I want to freeze the picture when i scroll up or down, right and left. Can I freeze a picture alone without freezing rows and columns? thank you.

Do you mean you want the picture visible at all times ?

Maybe this, otherwise you would need to put the picture in a USerForm
VBA Code:
Private Sub Worksheet_SelectionChange(ByVal Target As Range)
With ActiveSheet.Shapes("Picture 1")
    .Top = Rows(ActiveWindow.ScrollRow).Top
    .Left = Columns(10).Left
End With
