Future Dates conditional Formatting to wrong cell

Hi

I have a list of Dates in a table that I need to highlight those due in 30, 60 or 90 days, the formula I am using does the job but the conditional highlight goes into the Wrong Cell.

As an example I have a date in F17 that should turn red as it is due within 30 days but cell F16 turns red instead, the formula I am using is =AND(F2>=TODAY(), F2<=(TODAY()+30))
Within the CF the 'Applies to' is set to =$F:$F

Any ideas as to what I am doing wrong

The formula needs to reference the 1st row in the applies to range, so it should be
Excel Formula:
=AND(F1>=TODAY(), F1<=(TODAY()+30))
