Generate a certificate when certain criteria have been met. Is it possible?

Hi All

Can anyone help.

Ive been asked to design a sheet to hold athletics data in. So for example Row 1 maybe John Smith and the next column may be a track time. Nothing difficult there, but is it possible to get excel to print a certificate if say John Smith manages a personal best? So something along the lines of.... This certificate is awarded to (linked to a cell) for attaining etc etc.

Is this even possible?
