Geographic Co-ordinate conversion....° ' and '' to ° and decimal minutes

I need a formulae to convert degrees, minutes, seconds (and decimals - eg 55° 51' 02.3305) to degrees and decimal minutes (eg 55° 51.0388425').
I have 116 () lats. and longs to convert and doing them manually is taking an age and very prone to errors!

here you need only see what 39secs is as a dec minute

39/60 =

0.65

55 51.65

55 51 2.3305

deg min decsecs

here you need only see what 2.3305 secs is as a dec minute

2.3305/60

0.038842

55 51.038842

is there more to it than this

you can tell which calculation is required by testing for the presence of a "."
