Get data from one sheet and move to another based on info....Its not doing what it should be doing.

Ok I dont know what I am doing wrong. You guys have all helped me in the Past so I am hoping you guys can do it again.

I have 2 sheets and I want to only take the Rejected Jobs from the one sheet and have them Auto fill in the other. I have tried this by
{=IF(ROWS(A$5:A7)<=$B$3,INDEX(Dock,SMALL(IF('Project Tracker'!STATUS='Rejection Log'!$A$3,ROW('Project Tracker'!STATUS)-ROW('Project Tracker'!$E$4)+1),ROWS($A6:A6))),"")}

Gives me the first one in all the cells counted(rejected).

and

I have done it without the Array also

This sample I only put in 2 rejections on the Rejected Log there are 9 because that is what was on the real reports for both. So it is giving me the right Rejection first just not the next one in line.
