Get Total number of BLANK/EMPTY Lines from TextFile (Notepad) and List of Blank/Empty Line(s) positions

Hello

I would like to count Total number of Blank or Empty Lines in text file (notepad)
and get its list of Blank/Empty Line number position for a structured and non-structured text file.

Structure here means​
1. Data in each line with Double Quotes and Sepeartor​
Blank line could be after Each Line or after Few Lines​
2. Data in each line without Double Quotes and Comma Sepeartor​
ie Value of Variables with space in between values​
Blank line could be after Each Line or after Few Lines​
Unstructured here means​
1. Paragraph​
Blank line could be after Each Paragraph or after Few Paragraphs (ie after Each Paragraph may be with CRLF or vbLF and new line not necessary new Blank Line)​
Which ever method is suitable to derive above ie Total number of Blank/Empty lines and its list of its position and either by using FSO or traditional mehtod OPEN File for IPUT AS #1.

Your guidance shall be appreciated.
