Goal Seek not working properly

I am getting very anomalous results with Goal Seek and suspect that there is a setting wrong somewhere. FWIW, I am getting identical results with two different computers and two different versions of Excel. Here is a simple example of the problem.

Mean12.05
StdDev.03
Cutoff12.00
Percentage.048(formula is =NORMDIST(B3,B1,B2,TRUE)

If I then try to figure out what the mean has to be in order to get .1% (or .001) as the percentage, I use Goal Seek, the Set Cell is B4, the To Value is .001, and the By Changing Cell is B1. The answer I get is 12.1705 for the new mean (and the value in B4 is infinitesimal). The correct answer is around 12.093 (which yields pretty close to .001 in B4). What is going on?

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
I just tried it using Solver and got 12.09271 for the mean. I'm not sure why Goal Seek makes the percentage 0.000 instead of 0.001.
