Graph Positioning

Hi I would like for a graph to stay stable in its position regardless of if columns are re sized or re positioned, however I would like them to move when ROWS change sizes or are hidden/unhidden

I am aware of the format chart area properties object positioning, however because I have multiple side by side (vertically) graphs none of the options in the properties are what I am after

Please help me...
