Please can someone help... I have created a sheet which is split into sections of calculations and i would like to grey out all the sections until the first section is complete and then show the next section in normal colour and after that is complete, then show the next section in normal colour, until all the sections are complete and of normal colour - black and not greyed out :O)

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
Have you tried experimenting with Conditional Formatting?

I was selecting the cells i wanted to format and then trying to create my own rule. So i selected the area i want to grey/gray out and then went into conditional formatting and selected 'use a formula to determine which cells to format', so was able to select my cell, but then i wasnt sure what to put for my condioning because at this point it was manual... and the other options didnt seem applicable.

Ok, when you get to 'use a formula to determine which cells to format', use a formula of say:

=COUNTA(section1_ref) < 5

and choose the relevant colour.
Change section1_ref to be the reference of your first section, and change the 5 to be how many answers must be answered in that section.

Thank you...

The sections are only visual sections rather than actual sections. So, could i highlight a range of cells and fomulate that they remain grey until a cell above is filled out which can be between 1 to 9? they would then turn black?

Test for a condition, by creating a formula that will evaluate to TRUE or FALSE, and when TRUE your formatting will apply, other the default formatting will apply. When selecting a range to format, remember that any cell references in a condition formula should be reference using absolute referencing, like $A$4 ( with dollar signs ), so that the same test applies to all the cells in your initial selection.
