[h]:mm in one cell, decimal equivalent in other

I have a cell formatted [h]:mm, currently showing 174:30. In a separate cell I have a formula, =HOUR(A1), that links to this cell formatted as a number, yet it shows the answer as 6!!!?? How can I get it to show 174.5?

=A1*24

Format as Number.
