Have a cell evaluate a number

Hello, I hope someone can help to solve this riddle...

In my workbook I have a data feed that populates a single cell for volume. (500 K to 5+ M).

I divide that number by seconds in a day. (23,400 seconds per day)/ (3,000,000)= 128 per second

This trade per second number can fluctuate Positive or negatively throughout the trading day for a given stock.

What formula can be used illustrate a Plus or Minus value result when volume is increasing or decreasing from last value?
(A time frame can be used, say every 10 seconds would show a new value. A numeric +/- value or just whether the value is increasing or decreasing +/-)
