Have line numbers but ERL = 0

I have a workbook with line numbers, I use mztools and all the cool features like add line numbers everywhere and code templates to add errorhandling, and in some subs/functions am checking Erl to figure out what to do in the errorhandler. This workbook has lots of users worldwide and I've run into a few cases, in APAC region so far, where Erl is returning 0 which causes all kinds of grief as you can imagine.

Anyone experience this before? Any thoughts on cause or troubleshooting direction?
