Have to press 'ENTER' in each cell for formula to recognize imported text data

I've got a budget workbook that has a spreadsheet for Actuals and it should populate (using vlookup) from text file copied into another spreadsheet (in the same workbook). I find instead that on the imported worksheet I have to: 1). select the column that has the GLs (column B - which are the unique identifiers); 2). change the data from General to Text; 3). Go into each cell, click after the GL data and press 'enter.'

This MAY make the vlookup on the Actual worksheet recognize the GL. . . however sometimes I have to ALSO go into the Actual worksheet, find the same GL cell that isn't populating and press 'enter.'

Any way around this? I have 70+ budgets and don't have the time to go thru each GL to see if it's populating the way it should. aauugghh!
