Help! Adding Description to Custom Functions

How do you add descriptions to custom Excel functions such that while filling in the required fields, the descriptions to the required fields are shown below in a pop up bubble? (as shown in the below image)

Excel Facts

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
Use the MacroOptions property of the Application object

I have not seen how to do what he wants Bob.

The first method that Bob posted is usually sufficient for my needs. Some like to use the features that Bob's 2nd reference demonstrates.
