Help File for VBE - Open by Itself

I use Excel 2000. Is it possible to open the VBE Help File without launching Excel? I've done a file search for *.hlp but can't (or didn't see) a help file that corresponds to the VBE. Is MS using a .dll or an .exe file?

Can you find the file named VBAXL9.CHM in the folder where is Microsoft Office > Office > 1033 ?
