How can I translate this if excel formula: If cell a2 is not equal to “UP” OR “Down” then a1 value is “1” NOTE: I want to place the formula in a1. thanks

=IF(OR(A2={"UP","DOWN"}),"",1)

taking literally what you ask:
=IF(NOT(OR(A2="UP",A2="DOWN")),1,0)

could be changed to:
=IF(AND(A2<>"UP",A2<>"DOWN"),1,0)

or even:
=(A2<>"UP")*(A2<>"DOWN")
