Help please is suggesting project approach for multiple user data entry

Workiing on an approval/database project. Approx. 50 users will fill out an Excel form and email (Outlook) it to one of three approvers at different times, maybe 5-10 a day in total. Approvers will make a decision and respond by email and also move data on request and approval to a single Excel Database.

Designing the form (with validation where necessary) and distributing as an attachment is clear.

Reporting from the Excel database is also clear.

The best way for the three approvers (geopgraphically separate, but online (intranet)) to update an Excel database, maintain data integrity is not as clear. Issues if more than one in database (assume different records) at one time? Reporting if someone is editing in file?

Can you suggest concerns/issues and solutions I should consider?
