Help "This cell must be filled before..."

This is what I want it to do:


Cell (H2) must be filled before entering data into this cell (B3). The H2 cell is a drop down box.

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
For a given cell to only be enter-able if another cell is not blank:

Select cell B3, click on Data > Validation.
Select Custom from the Allow drop-down.
In the Formula field, enter the formula =LEN(H2)<>0
Deselect (uncheck) "Ignore blank".
Click on the Error Alert tab, make sure there is a checkmark next to "Show error alert after invalid data is entered".
Type in your Title and Error message, then click OK.

Are you saying it does or it doesn't? Maybe a typo in your post ("doesn")? It worked for me when I tested it. Post back if you're still having trouble.
