=IF(M3=STATS!$B$3:$B$22,1,0)

Excel Facts

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
will the word stats! be in M3 ? if so the word need to be like this,

=IF(M3="STATS!"$B$3:$B$22,1,0)

if not sorry.

i beleive you need to do the following:

PHP:
=sum(IF(M3=STATS!$B$3:$B$22,1,0))

confirmed with CSE.
