Help with a Value Error referencing another workbook

I'm getting a #VALUE error that I'm not smart enough to figure out.
My formula is
=IF(COUNTIF('\\whqsvnas1\HR\2021 Health Care Costs\[2021 EV3 Census and Counts.xlsx]Admin Fees'!$A:$A,$C26&$D26&$F26)=0,0,VLOOKUP($C26&$D26&$F26,'\\whqsvnas1\HR\2021 Health Care Costs\[2021 EV3 Census and Counts.xlsx]Admin Fees'!$A:$W,HLOOKUP(DD$5,'\\whqsvnas1\HR\2021 Health Care Costs\[2021 EV3 Census and Counts.xlsx]Admin Fees'!$1:$2,2,FALSE),FALSE))

When I evaluate the error, it's telling me to look at my C26&D26&F26 on my workbook reference, which is italicized as TurboAsheville Total.

I've checked the name of the workbook and worksheet reference is correct. I also checked that TurboAsheville Total is in column A written with the space.
The vertical reference is obviously what's in column A and the horizontal reference (DD$5) is the quarter I'm reporting.

What am I not understanding with this evaluation?

The more I look at this, the more I think it's related to the workbook reference. With the new year we had to change all the names of the workbooks to "2021". I'm sure the workbook link just needs to be updated. How do I do that easily since this formula is in thousands of cells? I've tried updating the link sources ever time I open these workbooks, but it won't stick.

By the looks of things the other workbook is not open, in which case you will get an error, as countifs does not work on closed workbooks.

It's open :( I even tried redoing the table array to make sure it's pulling from the open workbook and it still gave me the #VALUE error.

In that case you need to check that there are no #Value errors on that sheet.
