Help with assignment

I am doing an assignment for school. The spreadsheet is already made, I have to re-make it, and use formulas in 3 of the colums to show how they got the answer. I am stuck on 1 of the colums, can't figure out how they got Tariff.
Is there anyone that can help me? I can e-mail you the spreadsheet so you can look at it yourself. It is very hard for me to explain.

I'm going crazy here.
