COUNTIF fuction?

Looking for some assistance on a COUNTIF function to auto sort some data. I made a quick and simple version of what im looking to do below. The top table is the whole set of data. I want it to only display the data for certain employees, and certain employees results.

What would the full function be to display only the bottom table data without using filters.

Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
