Help with Countif

I need to count if cells E88:E102 on a spread "Weekly Schedule Report" are equal to or prior to a certain time.

The data is similar to this and it's not formated as a time or anything like that. If the time is equal or prior to a "AM" time It counts fine, but once I try to get the count and have it look at the PM time it gets confused.
This is an example of the formula that appears to be working right and counting anyone who clocked in at 9:00 or prior to that time.
=COUNTIF('Weekly Schedule Report'!E88:E101,"<=09:00a - 07:00p")

But I cannot get this to work for say the 03:15p time or the Open. I thought about doing a countif and saying if it does not equal certain values but I'm not sure how.

Please help:confused:
