Help with Military Time

I have a regular text box to enter in the (military) time. 0000-2400.

I would like to run some code to check whether or not it is in the correct format such as inbetween 0000-2400. Also check that the last 2 numbers are between 0-59. Is there a way to do this without writing a whole bunch of if statements for each hour. Or is there a way I can call out the last 2 numbers only.
