L4 has start date in it
column a is date column starting A7

Dont want to be able to enter a date before L4

L4 has 2/24/92

in a7 dont want to be able to enter a date before this on current year

enter 1/2/06 wont accept
enter 2/25/06 acceptable

Select the cells starting in A7 (Ex. A7:A50)

Data>Data Validation>Settings

Choose Allow: Custom

Enter Formula:

=A7>=DATE(2006,MONTH($L$4),DAY($L$4))

In the tabs Input message and error alert you customize your messages.

take a look a DATA >> Validation for the first part just use Decimal then select is greater or equal to and type L4 in the last box, this will stop a user entering a value less than the date in L4, you need to highlight all cells you are wanting to set validation for,

as for the second part not quite sure what you want, do you mean you do want a date before 24th feb, if so not quite sure how you could limit that
