Highlight row rule does not work on new rows

Can you help with this issue?

I have setup this rule
New rule
This worksheet
Use a formula to determine which cells to format
=$C35="C"

I specify the rows and columns it applies to and that works.

I insert multiple rows above the data and edit the rule to include these added rows, it doesn't work.
How can I edit the rule, after it has been set up, to add/include the entire area so that it would work?

Any idea how to resolve this issue?

Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
edit the rule to include these added rows
When you edit the rule, the formula in the rule needs to be correct for the current active cell. If it is not then you will end up with an offset.

The easiest way to prevent problems is to make sure that the top left cell of the range that the rule will be applied to is active and that the formula shown in the rule is correct for that cell.
