I am not sure if this tab can be available in excel 2007.
Try googling found few unhelpfull infos....

I think excel 2007 with the add-in tab in totally fine.

Why do you need that tab?

It may be a matter of enabling macros, more specifically. Search on Excel 2007 enable macros. If macros are enabled, the addins tab and all other features associated with the macros should work.
