How do I make this comparison to peer graph?

I need to make something like this in Excel. Four shades (I'll change the color) indicating quartiles - just four even shapes to represent. The numbers on the bottom represent the quartile value. The yellow marker is where the person is on that said scale.

I've tried stacked columns and bars. Stacked bars with combo chart indicating line marker for the actual isn't an option because the 4 shades still represent the percentages (they end up being uneven)

Requirement: It is important that it's horizontal. Needs to read from data. Needs to be repeatable from client to client. Is it possible to do this in Excel?

From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
with E1 containing the number of spaces each quartile cell will accomodate (in the example 39)
