How do I not plot suppressed values on a chart?

I have some data that is to be charted. Some values are suppressed for various reasons (as in the 2018 example in the table). How do I chart this but not plot the suppressed values of the line chart?

Ideally the table still needs to keep the "-" for the suppressed values.

can you change to N/A that will not plot - when i set this up early 2000's I used a seperate copy of the table using =a1 etc But with an IF
so IF( A1 = the value i want to suppress , "N/A" , A1 )
and use that table to plot the graph from

However that was on old versions of excel, which may now have changed to allow this charting
