How does Excel work with non-Western languages?

My supervisor asked me today that since Excel's Finnish version has all the functions translated into Finnish, then how does it go with Arabic or Chinese or Russian or Japanese? Are all the functions written with non-Western symbols (alphabets or whatever those are called in other countries)? Does column names begin with A from the right and left-most is then XFD? Are somewhere row numbers in opposite order? What happens if I try to execute a VBA program in totally different language Excel, does it still work? English to Finnish works with no problems at all.

I have no idea about function names, but you will note that there are options to view sheets right-to-left even in Western versions. VBA will (should) work no matter what the UI language is as long as it's properly written.
