How Send Api to url

Hi All ...

I need to send an API to a web address that will in turn send an SMS when a particular value is exceeded in A1. I have the url and php code for the API, but I don't know how to forward it to the url once the A1 condition has been satisfied. Also, I need to make sure that it's only sent once.
