How to bypass and force other regional settings in XLS?

Hello,

I have a CSV file that needs to be loaded into another system. This CSV is using a unique format.

We are aware that the user windows regional settings will impact the CSV format saved by XLS.

How can we have a VBA macro that bypass the user regional settings and use a specific defined one?
Is it possible without VBA and without changing user regional settings?

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Can you elaborate more on the specific settings that are causing the issues maybe with some samples of data, even if you have to change some values for confidentiality
