how to calculate difference in percentage when numbers are minus

hi i have attached an example. if you look at row 198 and 199 i have a number that is -3.8 and -27.4 i want to calulate the diffrence in percentage. which should be -627.29% not 627.29%. what i need is a formular that will do this and calculate the percentage of the other numbers in my sheet. it works with some numbers but not with others. was woundering what i am doing wrong, or why my current forumlar is doing this.

please help!!
