How to calculate frequency of event by hours

Good Evening
Ive been trying to get my excel spreadsheet to calculate the frequencey of an event by hours using the Time Stamp
I have used this formumla =COUNTIF(D$2:D$172,I7) but it return a value of zero
I have also tried to use the frequency function but both return a value of zero, Im pretty sure it is the time stamp is converted to a number
Any help would be much appreciated

Excel Facts

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
The frequency function I have produced is
=FREQUENCY(D2:D172,I1:I7)
