How to change row color when data is inputted and able sorting by doubling clicking on headers

hey how you doing,
so im pretty new to excel.
I tried using conditional formatting for this task buts its not a tool i need to get the job done right

So basically i have 4 headers color coded

Date Paid = Green

Date Delivered = Red

Date Collected = Yellow

Overweight Fee = Blue

Row Color Help
So what im trying to accomplish is if any data is inputted into cell in relation to the header, that row changes to that specific color. I also want the ability to overrule any row color when I input data under any 4 headers.

Sorting By Double Clicking Headers

Now the next step is some how sorting the row colors from top to bottom by doubling clicking on Colored Headers in relation to row colors. and if possible somehow have it setback to its original format when sorting is not need

I hope this made sense lol
