how to check multiple cells to determine what text to enter.

I have 2 columns that contain different information and I want to write a formula that enters comments in a third comment.

My explanation of my formula is:

If column A2 contains either 0 or is blank and A1 contains the word set then enter the word ERROR, otherwise this column should contain N/A.
