How to combine two data validation for a cell

I have a dropdown list via the data validation list function. The same cell also needs to be locked by another validation, as shown in the screenshot. How can I combine these two validations for the "Award Title" column?

Somehide hide payroll data in column G? Press F5. Type G1. Enter. Look in formula bar while you arrow down through G.
