How to create a graph reference "Totally lost on graphs"

Ok, so i have 2 graphs i am trying to create, but i am totally lost. I have a graph where Y axis is Fuel Flow, and X axis is Outside Temperature. Within that graph there is a sliding scale from Sea Level to 10000ft. So when we are looking for out correct target value, we look up Temperature against our Sea Level, to get our Fuel Flow Target. I am trying to great a graph or reference where i can just type in the Current temp, and Current altitude and be given the correct fuel flow number. I have attached a pic for reference, so any help in figuring this out would be great. I have 2 similar ones to make, i want to get help on this one and see if i can figure out the other, so any help would be great thanks.
