How to Enable ADD-in Tab at Workbook Open Event?

Excel Friends,

I would like to enable or show the "Add-in" Ribbon Tab when the user opens a workbook that I will provide, and does not show it already there. "Add-in" is a too common word to search for it. Can somebody to point out how to do it in a workbook open event - VBA code?

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
The Add-ins tab will be show when there are buttons or a toolbar added in code.
