How to filter using customized Date Ranges

I am trying to get my model setup so that I can compare number of issues created during phases of a project. I have created a dates table that contains a row for each release with the start and end date for each phases that I want to measure. I have a table for each release that includes all of the issues found for that release. I am now trying to figure out how to create the measures that give me the count of issues created by the release specific date ranges for each phase. Eventually would like to be able to compare across releases by phase.

Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
There are overlapping dates and startdate greater than enddates!

There is overlap between initial execution and the UAT phases, there is a field in my bug data that I can use to distinguish which testers identified. I did have an error in start and end dates of release 1 in my original screenshot, apologize for that. Updated image below. Now trying to determine once I import this into Power BI how to create the measures that give me the count of issues created during each phase.
