how to generate permutated number in excel

if I have {0,0,1,1}, I want instruct excel to generate {0,0,1,1}, {0,1,0,1}, {0,1,1,0}, {1,0,0,1},{1,0,1,0} & {1,1,0,0} is that possible ?

If i have {3,0,3,6,6,8}, i want to find count of match any 5,any 4.....any 2 of { 6,8,3,3,0,4} is that a way to solve it ?

I dont have any idea!!!... Excel expert please lend me your hand
