How to keep the cell in formula constant for only a set amount of cells

Hard to explain with words but here is what I am trying to do:

This is a product upload CSV and I need to keep the Handle (COLUMN A) the same for each Title (COLUMN B) throughout the size. So I need a formula that can point to the Title (B) but will recognize moving to a new design. The formula I have currently is:

=LOWER(SUBSTITUTE($B$9," ","-"))

which works fine until getting to a new Title, as you can see from my image. Without the $ to make the cell constant it just gives me blanks, because I have blanks on the Title column.

Any idea on how to do this?
