How to list folders from which I'm locked out

OK, without getting into too much discussion, we've had a recent change to our pathway structure. Instead of each group having project numbers specific to that group, everyone shares a common project number series, and depending on where the project is being performed, you have rights to it. Only problem? Our IT doesn't know when they'll get around to creating a list of project info for the new project numbers, meaning I have to find a way to check the numbers for my local projects.

And the nightmare I'm about to describe is not made up.

So, with 4-digit PNs,
* IF the project is for my location, I can open the folder. OK...
* IF the project is for a US location, but not mine, the folder is locked to me. OK...
* IF the project is for one of our overseas locations, the folder is open to me, but all that's in there is a link to the overseas server to go to the project folder there.

What I'm wanting to do is, every morning run a macro that starts with the PN AFTER the last # that was checked, to see if...
* does the next PN now exist?
* can I access it? If not, I know that it's a US, but not here...
* can I access it, but all it contains is a link? If so, then I know it's an overseas...
* can I access it, and then can I access the folders within? If so, ok - I can list that number in our local projects, and make sure I put it on my active board.
Then, if it passed at least the first question, loop on to the next PN.

As far as the loop, does the master PN folder exist, etc., I can do. But, what I don't know is how to put in the commands for
* if I'm locked out of the folder, and
* if the folder has no sub-folders

Help?
